The standard land value (Bodenrichtwert) is an average value for undeveloped land in a specific location, determined by the local valuation committee – it is published every two years and serves primarily as a tax reference value. However, it says nothing about what can actually be achieved on the open market.
In practice, due to sharply increased construction costs, buyers and developers calculate with significant discounts: even in sought-after locations such as Cologne-Hahnwald or Cologne-Marienburg, discounts of 20 to 30% on the standard land value have become standard market practice – because the economics of new construction at today's building costs would otherwise no longer work.
For land sellers, this means: the standard land value is not an achievable sale price but a starting point. A realistic assessment requires an individual market valuation – which I am happy to provide free of charge.

The right time depends less on the market than on your personal situation. Three factors are decisive: the real estate speculation tax holding period, your personal life situation, and the condition of the property.
In a personal conversation, I can give you a well-founded assessment of the current market situation in your specific location — because the Cologne market varies considerably from one district to the next.
Anyone who sells their property at a profit within 10 years of purchase, without having lived in it themselves, pays the real estate speculation tax — at their personal income tax rate. On a gain of €350,000, that can amount to more than €130,000 in tax.
Exceptions: owner-occupation in the year of sale and the two preceding years, or if the 10-year holding period has expired. For inherited properties, the holding period runs from the deceased's original purchase date — not from the date of inheritance. I recommend speaking with your tax advisor before selling.
The standard broker commission in Cologne is 3.57% for the seller (legally split equally since 2020). On €750,000, that's around €26,800. Without an agent, you save that amount, but you take on marketing risk, price negotiation and legal certainty yourself.

Typically 1–3 months until the notary appointment, often 2–4 months for properties above €750,000 — because the buyer search is more selective. After the notary appointment, payment of the purchase price follows once the suspensive conditions are met (discharge of mortgage liens, clearance of encumbrances) — this takes a further 4–8 weeks.
Total time to receipt of funds: realistically 3–6 months from the start of the sale process. In sought-after locations such as Sülz, Lindenthal or Marienburg, it's often faster if a pre-registered buyer from the EVERNEST pool is available.
The speculation tax holding period does not restart — it runs from the deceased's original purchase date. Anyone inheriting a house bought in 2019 must wait until 2029, or pay speculation tax on the gain. Children can inherit up to €400,000 tax-free (per parent), and the family home remains completely tax-free if occupied by the heir for more than 10 years (up to 200 m²).

Since the Federal Court of Justice (BGH) ruling of March 2025, the renovation obligation upon a change of ownership lies with the buyer, not the seller. The new owner must meet GEG (Building Energy Act) requirements (heating, building envelope) within 2 years of acquisition if the house was built before February 1, 2002.
Since 2014, energy certificates have had to be stated in property listings — if missing, a fine of up to €15,000 can apply. Cologne buyers specifically ask about energy efficiency class, age of the heating system and heritage protection requirements during viewings — as a seller, you should be prepared for this.
